With the recent increase in natural disasters around the globe and the growing housing deficit of emerging countries, it is necessary to improve research on emergency shelters. This one-year research and design project proposes the study of mechanisms, social innovations, and building methods that can meet the need for emergency and permanent shelter. Working within the frameworks of Participatory Design with a less privileged community in Rio de Janeiro, the project aimed to create housing for the community's shared land. The project was developed taking into account disaster high-risk areas and the site's social and political issues, the project was developed on the principles of participation, education, construction and execution speed, low cost, and simplicity. The research developed a shelter in a steel frame in a modular emergency housing composed of plugins that could be modified and extended by the dwellers, transitioning the structure from shelter to permanent housing.
