Abstract
Urban development and urban planning in a society like the Mozambican under transformation from a centrally planned society to a market oriented democracy. The transition from a one party state to a multiparty state involving participation of the population is a lengthy process with many obstacles. The housing issue and the land issue are dealt with as crucial determinants in an attempt to facilitate the urban poor with affordable housing options. The urban environmental issue with a degraded urban environment facilitated with rudimentary infrastructure is dealt with and experiences from an ongoing urban environmental project are highlighted.
