The Learning Cloud is one of the few projects that has been exhibited on both venues of the Biennale (in Hong Kong and Shenzhen), thus underlying the trans-border relevance of the proposal.
[…] After several meetings with the citizens, a clear zoning hypothesis appeared: a dense development corridor could be realized along Lok Ma Chau BCP and its connecting roads linking Futian, Lok Ma Chau Loop and North Western New Territories, while the Loop itself could host high value-added/hi-tech production activities and tertiary education facilities. 
Why reduce education to such a limited scope (highly specialized research) and area when such a unique opportunity opens the way for innovative scenarios?
Education has often been intended as a social emancipatory tool by which previous social structures can be questioned. As the amount considered necessary to learn increased, so the educational system became increasingly compartmented. Formal and specialized education for the minority will become even more particularized and compartmented, requiring specific structures and facilities, which can be hosted in a circumscribed area as the Loop.
Learning has always taken place throughout life, independent of any peculiar educational structure. Due to the "One country, two systems" policy, learning in between Hong Kong and Shenzhen can’t be just a matter of study or curiosity, but has much to do with the notion of border, crossing, and the related difficulty to move and to know what’s behind the fence. 
By instituting in Hong Kong’s boundary closed area a net of sprawled light structures hosting students from all ages, from kindergarten to university. Education and learning for the ‘cross-boundary students’ here could simultaneously face the fundamental issues of ecology, globalization, transportation, infrastructure, manufacturing, and responsible growth and development. Not just reading or hearing about them, but experiencing them everyday.
