The city of Los Angeles and its town planning institutions could be easily accused of irresponsible tactics concerning issues of density and public transit supply when in reality Homeowners’ Associations have played perhaps one of the most decisive roles in ensuring a dispersed way of living. Starting from the 1960s new development has been perceived as a categorical threat to the detached culture of single-family communities surrounding the city. This is being proclaimed as a cultural identity to be preserved through building regulations in The Concept LA (1970) - a general framework for developing the new Masterplan. With this in mind, it is not hard to see that a current urban formation of Los Angeles is a logical result of increasing wealth, the democratisation of society and a deliberate decision to safeguard it from any newcomers.
